From his first days in office, Hall talked about replacing the jail, but he knew that it would take years to accumulate the political power to do it. He continued to improve the facility, introducing treatment programs and cutting down on overcrowding, thereby earning the praise of Nashvillians—among them Friedmann, now out of jail. He’d moved back to Nashville to become an activist and journalist. “If you want to effect change you have to do it yourself,” he told me.
